What is domestic violence?

Domestic violence (or family violence) is more than physical harm. It’s about exerting power, control and fear.

It occurs when someone in a family or household uses their power to coerce, dominate or control another person or group of people. It can affect anyone.

We believe in a future where every family is safe – where everyone feels heard, respected and free from fear. That’s why we’re here to help you understand what domestic violence in Victoria looks like, how it can affect people and why getting support matters.

Whether you’re a victim, you know a victim, or you have been part of family violence and you want to rehabilitate – we’re here for you.

Family violence isn’t always visible

Understanding the different types of abuse helps protect yourself, your family and your loved ones.

Domestic violence can include:

  • Emotional abuse:
    Constant criticism, insults, threats or humiliation
  • Financial abuse:
    Taking control of money, limiting access to resources
  • Psychological abuse:
    Manipulation, isolation, surveillance or control
  • Sexual abuse:
    Coercion, pressure or any sexual contact without consent
  • Spiritual/cultural abuse:
    Using beliefs or values to shame or control
  • Social abuse:
    Cutting someone off from friends, family or community
  • Physical abuse:
    Pushing, hitting, restraining or causing physical injury

Family violence often escalates during key life changes, like separation, pregnancy or when someone tries to leave – moments when the person using violence feels they’re losing control.

Who is at risk?

Anyone can be impacted by family violence, and everyone deserves support, safety and a path forward.

Women and children

Women and children are the most frequently affected by family violence.

Most often, it occurs within intimate partner relationships or between parents and children, leaving deep emotional, psychological and physical harm.

We support adults and children who are victim-survivors in Victoria’s Central Highlands reclaim safety, rebuild confidence and access the support they deserve.

Anyone can be a victim

Domestic violence can affect men, non-binary people and LGBTQIA+ individuals, including in same-sex relationships, kinship care or elder abuse situations.

We’re here to help – without judgement or assumption.

Why family safety matters

Everyone has the right to feel safe in their own home.

Family violence disrupts the fabric of families and communities. It leaves lasting impacts, especially on children – even if they don’t witness it directly.

Prioritising safety means breaking cycles of harm, supporting recovery and creating conditions for long-term wellbeing and respectful relationships.

We support both people experiencing harm and those who have used violence and want to change.

How Cafs supports family safety

Our services are trauma-responsive, evidence-based and focused on safety and wellbeing.

Children don’t have to witness violence to be harmed by it – they feel it through fear, tension and disruption in the home.

That’s why we offer early, holistic support, grounded in lived experience and prioritising dignity and accountability.

The Orange Door

Support for individuals and families needing help, with no referral required.


Primary Connections

Supporting safer, more connected families with young children

An early intervention program supporting children aged 8–11 using violence or aggression at home.

We offer:

  • Family-based case management
  • Individual therapeutic support for children and caregivers
  • Outreach support in the home

Strengthening Connections

Helping families build safer, stronger relationships

Supports adolescents aged 12–17 using violence at home. Aims to:

  • Reduce harm
  • Strengthen relationships
  • Provide family-focused therapy
  • Offer individual support and case management

Family Violence Case Management

Supporting men to take responsibility and make lasting change

Dedicated case management for men who use violence, guided by three principles:

  • Safety of affected family members is the top priority
  • Men are responsible for their actions
  • Change is possible with accountability

Men’s Behaviour Change Program (MBCP)

Creating safer futures through accountability and change

A 20-week therapeutic group program for men who have used violence. Participants:

  • Learn about their behaviour’s impact
  • Acknowledge responsibility
  • Develop respectful relationship skills

Family Violence Case Management – Housing

Support for men experiencing homelessness after family violence

We offer:

  • Crisis accommodation for men subject to Intervention Orders
  • Intensive case management
  • Brief interventions focused on planning and safety

Safe Connections

Court-Mandated Counselling Order Program

A 6-week intensive program for individuals who use violence. Helps participants:

  • Build self-awareness through assessment
  • Create personalised safety plans
  • Promote accountability and non-violent behaviours

Family Safety Contact

Support for partners and former partners of MBCP participants

We provide:

  • Risk assessment and safety planning
  • Regular check-ins during the program
  • Responsive support and referrals
  • Internal referral only via Magistrate’s Court or other Cafs programs.
